Fix dependency version

#1740 should not have been merged. The v16 release drops support for Node 14 that we still support.

The midnight-smoker dependency requires npm@7 starting in 1.2.1 -- boneskull/midnight-smoker@v1.1.1...v1.2.1. Using any higher version causes module installation failure.

I have no idea what is going on at this point. Something is trying to rename files when installing modules on Windows and the Node 14 target. @mcollina do you have any idea, or know anyone who might, about how to stop this nonsense?
