[Doc] Replace ibm-fms with ibm-ai-platform

We have rename the ibm-fms org on HF to ibm-ai-platform. This PR implements that change in vLLM documentation and also in a couple of tests. Without this change, those tests might start to fail (depending on how long the old name continuous to resolve).
