This PR bumps
bigdecimalused for fuzzing from0.4.3to0.4.7. It should fix the failing "Build the fuzzers" job in the CI. It no longer fails because of an issue in Rust nightly but because the changes in #7145 use a function not available inbigdecimal 0.4.3.
