chore: update downlevel-dts config to target TS4.2 #6471

Overview

In #5915 we bumped our minimum supported TS version to 4.2.
This applies to both users of our packages and consumer dependents.
As such we no longer need to downlevel all the way to TS3.4 any more.

This PR updates our downlevel-dts calls to target TS4.2 and updates the folder naming and targets to match
