BREAKING CHANGE:
Deletes deprecated rules.

Deletes the rules that were deprecated in <=v5:

• @typescript-eslint/no-duplicate-imports
• @typescript-eslint/no-implicit-any-catch
• @typescript-eslint/no-parameter-properties
• @typescript-eslint/sort-type-union-intersection-members

We might want to give this the same treatment as camelcase - leave the doc page behind as a tombstone that points users at import/no-duplicates so that we get in front of any potential requests
