[plsql] Add OracleDBUtils as regression testing project

Describe the PR

Adds the plsql files from https://github.com/Qualtagh/OracleDBUtils to our regression testing.

I expect that there are some parse errors, like #5522 . But once that is solved, we should get some feedback from this regression testing project, we we make progress or not.
