chore(telemetry): upgrade otel dependencies and update deprecated functions

Description

• Update otel go dependency to v1.20.0 and its extra dependencies: https://github.com/open-telemetry/opentelemetry-go/releases/tag/v1.20.0
• Use the added NewTracerProvider function in go.opentelemetry.io/otel/trace/noop instead.
• Use stats.Handler instead of interceptor: otelgrpc: Deprecate interceptors in favor of stats handlers open-telemetry/opentelemetry-go-contrib#4534
