✨ Add url marker for webhook manifests #824

When generating webhook manifests, one may need it without the Service Reference and instead using an external URL.

This PR adds this new marker into controller-gen for webhooks. When this new url marker is used, the default serviceConfig is dropped on favor of the URL.

This solves issue #540 regarding the usage of URL instead of service reference

Overall looks good. Just not sure about path vs url.

Might be better to use the same semantics as in the webhookconfiguration types? WDYT?
