When generating webhook manifests, one may need it without the Service Reference and instead using an external URL.
This PR adds this new marker into controller-gen for webhooks. When this new
urlmarker is used, the default serviceConfig is dropped on favor of the URL.This solves issue #540 regarding the usage of URL instead of service reference
