[WIP] [DON'T REVIEW] 🌱 Add e2e test to reproduce SSA apiVersion issue

What this PR does / why we need it:
This PR adds an clusterctl upgrade test to reproduce #10051.

The test does the following:

• install v0.4
• upgrade to v1.6
• upgrade to main
• test if SSA still works
