This just maintains this repo to keep up to date with various standards across the JupyterHub ecosystem.
Note that the .pre-commit-config.yaml is only bootstrapped with the typical things, but I've not enabled autoformatting of .py or .js files due to the large amount of changes which I think we should wait with until we have resolved more PRs.
