As per this issue github actions are no longer support Ubuntu 20.04.
We already have jobs canceled with the following error: This is a scheduled Ubuntu 20.04 brownout. Ubuntu 20.04 LTS runner will be removed on 2025-04-01. For more details, see The Ubuntu 20.04 Actions runner image will begin deprecation on 2025-02-01 and will be fully unsupported by 2025-04-01 actions/runner-images#11101

This PR updates Ubuntu version used in github actions from 20.04 to 22.04
