Plan to release etcd v3.5.13

What would you like to be added?

The etcd patch release criteria has been met for our release-3.5 stable release branch so we should release v3.5.13.

The list of commits included since the previous release is: v3.5.12...release-3.5

List of items we still need to backport from main to release-3.5 before the patch release is issued:

• Fix watch event loss #17555
  • [release-3.5] backport fix watch event loss after compaction #17612
• Let dapendabot to auto-update docker for release 3.4&3.5. #17613
  • build(deps): bump distroless/static-debian11 from 9be3fcc to 7e5c6a2 #17625
• Fix not retryable error codes from: Unavailable -> FailedPrecondition #12985
  • [3.5] backport for fix retry requests when receiving ErrGPRCNotSupportedForLearner #17641

Why is this needed?

Regular patch releases are vital to ensure our users have bug free and secure software.

Once etcd v3.5.13 is released I will promote it in kubernetes.

Can someone backport #12985 and add it to the 3.5.13 release?

@serathius sorry for this. I'm not a Go dev and it took me a long time to build the version and test it on a test cluster with a learner member.

Anyway, I did it. Please review #17641.
I really want to see this change in 3.5.13.

• rename release to release.sh
• defaults the repository to git@github.com:etcd-io/etcd.git
• get the release description included in a doc, and we just need to point to the doc each time when we release a patch
