According to @dsanders11 here,
They rolled back 4.1.2 to a pre-release while investigating a bug, so marking this as a draft

Commenting on this again since the PR's been approved: as of 2024-04-15, upstream is still not recommending 4.1.2 due to actions/checkout#1651 so we should still hold off on merging this.

@ckerr, I gave up on blocking these bumps because they've already been merged on other repos in our org (by folks who weren't aware), and the particular issue only seems to affect sparse-checkout which we don't use (and haven't had any problems using the new version in the repos they have already bumped). I'm not hopeful that upstream will resolve their issue any time soon, so given all that I think we can allow this now.
