Description of Change
Manually backport #39616 to 26-x-y. See that PR for details.
Human intervention was required because of index shear between branches in the
electron/patches/chromium/files.CC @codebytere as original patch author.
I'm just doing a little housekeeping going through the Branch Auditor bot's list of PRs needing backports 馃
