Implements dependabot secret management feature for PyGithub#2284
Rather than modifying existing methods, add separate methods for creating and deleting an organization's dependabot secrets. If better to update the existing
create_secretanddelete_secretmethods, this can be refactored.Need to figure out how to record test data, the instructions I followed are not working for me--authentication errors or 404s.
