Let's see whether CI tests pass -> CI tests pass. I haven't run any local tests.

Notes for the reviewer

The two main features of the release that are relevant to us are:

• 4-bit quantization for loading large models 4-bit QLoRA via bitsandbytes (4-bit base model + LoRA) huggingface/transformers#23479
• Prompts are now hosted on the Hub Enable prompts on the Hub huggingface/transformers#23662
