In accordance to the interpretation given to us by the CCCS DMARC team, the DMARC phase assignment logic has been updated to:

treat "assess" as the primary phase
use the items in each phase as a checklist to achieve the next, with "maintain" being the goal

This allows each phase to be achievable.

Updates to the frontend to make the flow of phases more clear will follow in a future update.
