Why this should be merged

This PR replaces mitigation which are in place to handle a StreamID overflow bug in grpc-go[1]. Although the existing mitigation with MaxConnectionAge work most of the time the usage was not intended nor is it correct. This issue has now been properly resolved upstream and proper handling of StreamID overflow is now the grpc-go default. The resolution resets the StreamID when it reaches 75% of 2^31-1. This is an improvement over MaxConnectionAge which resets the StreamID on a constant time interval.

Removing language specific configurations helps with minimizing config drift as well.

How this works

Removes grpc.ServerOption MaxConnectionAge and MaxConnectionAgeGrace as the default for rpcchainvm gRPC servers.

How this was tested

This gRPC default has been released since February 2023 https://github.com/grpc/grpc-go/releases/tag/v1.53.0.
