Note that m-deploy-p already has deployAtEnd=true by default.

In project with inter-subproject dependencies, will this changed default still allow resuming build?

Currently, with maven 3.9, deploy is not required in case of -rf, but to execute up to install often is.

Maven 4 maintains a project local repository so that resuming a build which did not install packages to the local repository does work. Given this branch targets Maven 4, this should be safe.
