[MENFORCER-466] Changed the default set of dependency exclusions to exclude provided #248

Following a regression indicated in https://issues.apache.org/jira/browse/MENFORCER-466, scope should exclude provided.

In this PR, if no other dependency exclusions are set, I'm applying the default dependency exclusions as are present in MavenRepositorySystemUtils.newSession(),

namely:

new AndDependencySelector( new ScopeDependencySelector( "test", "provided" ),
         new OptionalDependencySelector(), new ExclusionDependencySelector() );

Following this checklist to help us incorporate your
contribution quickly and easily:

  • Make sure there is a JIRA issue filed
    for the change (usually before you start working on it). Trivial changes like typos do not
    require a JIRA issue. Your pull request should address just this issue, without
