With
--enable-logging=stderr --v=2you'll see both optimization guide and media router (aka cast_transform) pretty actively making network requests.I also made this spreadsheet to make it easier to compare who uses what. https://docs.google.com/spreadsheets/d/1n-vw_PCPS45jX3Jt9jQaAhFqBY6Ge1vWF_Pa0k7dCk4/edit#gid=1265672696 (As I end up manually doing it about once a year)
