This PR upgrades Arrow from 15.0.0 to 15.0.2.

There don't appear to be any major changes or critical fixes, the two relevant changes I can see are:

[C++][Parquet]: Page sizes are not always validated before truncating to int32 apache/arrow#39527 - Page sizes are not always validated before truncating to int32
[C++] Possible data race when reading metadata of a parquet file apache/arrow#40068 - Possible data race when reading metadata of a parquet file


          Upgrade Arrow C++ version to 15.0.2
