Fix licensing to not be GPL-3.0 #2

Since this project pretty much duplicates the assert from the Rust standard library, it should follow it's licensing instead of being GPL-3.0.

Thanks. my apologies for the wrong licensing. I will fix in the next release.

Since this is a slight modification of the rust-lang stdlib assert, we
are to use a rust stdlib licensing.
