Now that #912 and #913 have been added, there will need to be alternate rules to better facilitate the newly created development and releases branches to allow for automatically updating the aforementioned branches with CHANGELOG.md changes by github-actions[bot].

Previously the same rules as on main were which led to CHANGELOG.md generation failures so they have been temporarily removed for development and releases.

main currently remains unaffected.
