Fix Brazil subdivisions holidays

Proposed change

Fix Brazil subdivisions holidays (requesting unsupported categories should return an empty dict now).
This problem was raised in #1559 ("Strange behaviour 3.1").

• Supported country/market holidays update (calendar discrepancy fix, localization)
