Update United Kingdom holidays:

• NIR: add observed holiday to "Battle of the Boyne"
• SCT: add observed holiday to "St. Andrew's Day"
• SCT: fix New Year holidays observed rule

• New country/market holidays support (thank you!)
• Supported country/market holidays update (calendar discrepancy fix, localization)
• Existing code/documentation/test/process quality improvement (best practice, cleanup, refactoring, optimization)
