raise FullPoolError if we try to _put_conn an extra connection in blocking mode #2197

I have been looking at ConnectionPool's behavior in blocking mode and was confused by EmptyPoolError's message (it said the pool was full, which is sort of true, but needs a bit of explanation, which I added.

I was also confused by the absence of a FullPoolError if you try to _put_conn a conn in blocking mode. I added a FullPoolError.

I also added a couple of tests for blocking mode and one test for non-blocking mode.

In blocking mode, if you get a connection from a pool and then try to
get another connection, EmptyPoolError is raised. Right now, it somewhat
confusingly says that the pool has reached maximum size, but in reality,
something else is happening.

The point of blocking mode is to guarantee that at most maxsize
connections are open at any time. Therefore, if the pool is empty, under
normal operation that means that a connection is currently in use and we
should not create a new connection.

I have updated the EmptyPoolError message to make this more clear.

This block originally had a "This should never happen if self.block == True" comment. If this should never happen then if it does happen we should raise an exception.

I recommend viewing these changes in side-by-side diff instead of unified.

The only reason there are so many lines moved around is because I need to make sure to close the conn before raising FullPoolError.

I wish try/finally did not call finally if you return in the try, oh well.

I'm always wary of reorganizing our pool management code. How about instead we add the exception within the except queue.Full: block and add an extra step to close the connection so we're not changing too much of the existing logic?

* Changed ``urllib3.response.HTTPResponse.read`` to respect the semantics of ``io.BufferedIOBase`` regardless of compression. Specifically, this method:

  * Only returns an empty bytes object to indicate EOF (that is, the response has been fully consumed).
  * Never returns more bytes than requested.
  * Can issue any number of system calls: zero, one or multiple.

  If you want each ``urllib3.response.HTTPResponse.read`` call to issue a single system call, you need to disable decompression by setting ``decode_content=False`` (`#2128 <https://github.com/urllib3/urllib3/issues/2128>`__).
