old branch review: emwolff

The branch emwolff has not changed since 2012-10-04. This issue is intended to track review and handling of this branch. The nominal goal is to decide what to save from it, and then delete the branch.

Tasks:

• create summary of changes in the branch that have not already appeared in master branch.
• try to contact original creator and contributors of the branch, and determine if code from it appears in publications.
• propose which parts should be merged into master branch, if any.
• estimate the amount of work required to do so.
• wait for feedback from TuLiP developers.
• finally, write plan of action, and assign it to someone.
