#621 introduced a bug (-0.123 -> -.123):

>>> from tqdm import tqdm
>>> tqdm.format_num(0.0000012345)
'1.23e-6' # ok
>>> tqdm.format_num(-0.1234)
'-.123'   # bug

spotted by @MargaretDuff in TomographicImaging/CIL#1659 :)
