Up to now we use Cluster API 1.6.0

1.6.3 was released some weeks ago and it contains an important bug fix:

Warning: This release fixes a bug (kubernetes-sigs/cluster-api#10051) that was introduced in v1.6.0, which caused a regression in the conversion of v1alpha3/v1alpha4 objects. It is recommended to upgrade to v1.6.2 to avoid the issue.

We should upgrade caph to the current 1.6.x vesrion of capi.
