The instructions here are listed as being for Windows 8, but they work fine on Windows 7 once you upgrade to PowerShell 3.

This being a much more convenient way of installing setuptools, it should be clarified that this is possible.

Updated documentation to reflect support for PowerShell 3 on earlier versions of Windows. Fixes #247.
