Actually it seems like it's happened again since I left the last comment, but I don't know why. @sean1588 is this something you can look into?

Given the string of failures yesterday, I think this might be related to the build/deploy pipeline errors.

Looks like GitHub made an API change that affects the create-pull-request action intermittently. We should probably either upgrade to version 6 or to a verson of 5 (looks like 5.0.3) to address this. (Version 6 may have issues of its own, though.)

Either of y'all should feel free to look into this one; otherwise I can have a look later today/tomorrowish.
