Furo fails with a misleading error when nbsphinx is used and pandoc isn't installed.

The error looks as

Extension error (furo):
Handler <function _overwrite_pygments_css at 0x10cb0bd30> for event 'build-finished' threw an exception (exception: [Errno 2] No such file or directory: '...path/to/docs/_build/_static/pygments.css')

After installing pandoc, everything works fine.

Then,

brew install pandoc
sphinx-build -b html -E "docs" "docs/_build"

...
build succeeded, 1 warning.

works just fine.
