Use pip-compile instead of pip-compile-multi for compatibility with Dependabot. Enable Dependabot grouped updates for Python requirements. Update pre-commit hooks and dev dependencies. Running
tox r -e update-requirementswill update all pre-commit hooks and dev dependencies manually if needed.
