Having setup difficulty using ossf provided instance

I have been trying to get AllStar running with the hosted app in a private organization recently with seemingly no luck. No policy seems to be enforced or issue created at all.

I followed the readme quick setup to just enable all defaults on all repos using the optOut strategy by forking the sample repo. I'm not even getting the security.yaml policy to fire for missing SECURITY.md.

With no log feedback, I can't tell if I'm doing something wrong, or if the service is even up.
