  • Create 1.26.1-changelog.py
  • Update 1.26.1-notes.py
  • Update .mailmap
  • Clear doc/release/upcoming_changes
  • Revert cibuildwheel update -- v2.16.2 failed on macos pp39.

Hmm, the pp39 failure on Mac looks legit. May be an anaconda problem, or maybe a library problem. Occurs in tools/openblas_support, which is identical with the version in main.

Looks like it, the reversion is running now.

EDIT: Or it may just have been some weird glitch. If so, we should probably see it in main at some point.
