Use seconds as units for duration metrics #1396

See comment dotnet/aspire#825 (comment) and issue open-telemetry/semantic-conventions#381.

When instruments are measuring durations, seconds (i.e. s) SHOULD be used.

          Change metrics duration units to seconds. Fixes #1396
