keyboard layout options: active "special typographic characters" leaves no ~ (aka "tilde") #12195

See #10703, problem exists at least since Cinnamon 5.2.7.

When you activate "special typographic character" in the "compatibility options" of a keyboard layout, at least for (most) German keyboards the tilde character "~" is not accessible anymore.
As ~ is quite essential for a lot of terminal commands you use, this should be changed.

Steps to reproduce

Add a German keyboard layout, see preview, tilde can be found close to return key.
Set "activating special typographic characters" and go to preview for this language layout again, no (single) tilde can be found.

Expected behavior

Tilde should be found at least somewhere because it makes working hard, not only in a terminal but also when developing or documenting.

Additional information

The problem exists as well on Lenovo Yoga 910 as on Lenovo ideapad 520 and Framework 13th gen and since 5.2.7 (at least).
