Looks like we're using too old Go version in the builder:

but that failed for the 1.28 go ( https://console.cloud.google.com/cloud-build/builds;region=global/970bbfe0-4d71-44bc-8cd7-b5ef34381264?project=k8s-staging-releng-test)
