Kubeflow notebook - context deadline exceeded

Hi,

We installed Kubeflow 1.8 with all components using the following link: https://github.com/kubeflow/manifests

When we try to create a new notebook server, it fails and we get "context deadline exceeded" error (please check the attached snapshot). The communication between API server and cert-manager is OK. Please advise how to troubleshoot and fix the problem.
