This PR contains a workflow to publish new releases to npmjs.com.

This allows new versions to be released by project members without the need to have access to the npm (authentication) token, which are expected to found in a GitHub secret named NPM_TOKEN.

I'll get this merged in, but I have one question.
Is the workflow triggered by creating a new GitHub "release", then marking it as "published"?
