As far as I understand, @olamy is out of the office. @car-roll , @rsandell , and @jglick are also able to release a new version of that plugin. Would one of you be able to create that release before the end of this week so that this won't block the next release of the plugin bill of materials?

I checked that the plugin bill of materials build works with the declarative Pipeline migration assistant built from the tip of the master branch. It should be enough to release the tip of the master branch.

The fundamental issue is that the current released versions of the declarative Pipeline migration assistant depend on a Jira jar file that is no longer available from https://repo.jenkins-ci.org. That jar file was only available from the jcenter archive and we've disabled the jcenter archive from repo.jenkins-ci.org because of its large impact on repository bandwidth. The dependency in the master branch is available from https://repo.jenkins-ci.org through its cached copy of the Atlassian releases repository.
