In map editor placing rail roads in the undergrounds is not possible

What is wrong

In map editor in the undergrounds sectors, there are tilesets for rail road (Tab: Terrain / Road). When you choose them to place, then normal road from above is appearing.

I could use any map editor with working these tilesets, but even in 1.13 they does not work.

I believe the actual root cause of the problem is that the editor allows you to choose roads in caves (placing roads in a basement works...). Putting down roads works quite differently from placing down debris or banks (compare the function PasteRoads and PasteBanks in Edit_Sys.cc) and PasteRoads simply isn't designed to handle tracks.

So IMO the best solution for this problem would be to disable the "Road" button while editing caves.
