[BUG] Image drag and drop in project comment section fails irrespective of file size

Describe the bug

Media drag and drop in the project comment fails with an error message on maximum file size threshold. However the same media upload gets through fine with the media upload icon.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'tasks.hotosm.org'
2. Make sure you are signed in
3. Choose an active project to load from Explore projects section
4. Scroll down to project comments section
5. Now try drag and drop a media file into the comment box. You will see an error message filename.gif (File is larger than 256000 bytes,)
6. Attempt to upload the same media through the media upload icon present in the comment toolbar
7. Same file is uploaded to Tasking Manager CDN

Expected behavior
Media uploads in the project comment section should go through well for both:

• drag and drop and
• media upload action through icon
