docs: Improve origin_ssl_protocols arg doc for aws_cloudfront_distribution

Description

This PR is to add more details to the description of the origin_ssl_protocols argument for the aws_cloudfront_distribution resource. Having a link to the relevant info in the Developer Guide should bring a bit more clarification including which protocols it supports (in particular the lack of TLS v1.3 support).
