It would be good to improve the release-on-tag workflow to set prerelease: true or prerelease: false based on the git tag, essentially checking for version suffix like -rc1 in a version like 2.3.4-rc1.

It looks like setting the latest will be possible soon: softprops/action-gh-release#304
