Add workflow config file for building native binary wheels

Thanks @RickyDaMa for the tip about workflow_dispatch (to enable it to be run manually), let's see if it works

I think the other publish.yml workflow should be folded into this one. I'll do that after lunch.
I might have to just merge to main before Github Actions realizes there are new workflows to be run.
