Not sure if implicit, but at #836 we discussed EIP 4788 what should be covered by this call:

1. agree to a deployment scheme (as part of the fork or manually before)
2. agree to a first contract implementation to use and
3. have a PR to the 4788 spec reflecting this

(My opinions below:)

I think the main discussion here will be about (1). (2) can be discussed asynchronously but in a solidity implementation (e.g. https://gist.github.com/holiman/83500097c6497336950817e869082c18) this should not be too hard (of course, audit part will be) and (3) this should be the result of the call and we should appoint someone who makes this change PR.

(Also note: currently super in favour of implementing 4788 in EVM, but I think deployment scheme, especially regarding cross-chain deployment is currently a problem and we should discuss)

Another side note: note sure if everyone is super aware of this call regarding 4788, this also seems (to me) like a semi-EL call, so please ping people!
