What changes did you make? (Give an overview)

Updated eslint:recommended configuration (@eslint/js package) for ESLint v9:

  • Added new rules no-constant-binary-expression, no-empty-static-block, and no-unused-private-class-members.
  • Removed deprecated rules no-extra-semi and no-mixed-spaces-and-tabs.

Is there anything you'd like reviewers to focus on?

I verified that all tests will still pass when we release @eslint/js with these changes.

I also enabled no-extra-semi in eslint-config-eslint so that we keep using this rule when linting (it was enabled via eslint:recommended) after we release @eslint/js. no-mixed-spaces-and-tabs was already explicitly enabled in eslint-config-eslint. I didn't remove no-constant-binary-expression so that it keeps working after we merge this but before we release @eslint/js. After we release @eslint/js, we can remove it from eslint-config-eslint.

Adds new rules no-constant-binary-expression,
no-empty-static-block and no-unused-private-class-members.

Removes deprecated rules no-extra-semi and no-mixed-spaces-and-tabs.
