Disable BWC tests from "monolithic" CI jobs #104221

Backward compatibility tests are expensive, and cause these builds to run very long, and increase flakiness due to a lot of cross-test resource contention. We introduced the functionalTests tasks which avoids BWC tests for this reason. There are still a few jobs that don't use this task. This PR updates them to do so.
